History of CSO Platform for Reform

In May 2018, the Pakatan Harapan government came into power in Malaysia with a new mandate for institutional reform. Pusat KOMAS, a civil society organisation, initiated the formation of the CSO Platform for Reform (CSO Platform) to enable Malaysian NGOs to contribute strategic proposals for reform to the Institutional Reform Committee. The CSO Platform was established as a group of like-minded NGOs that were organised into thematic clusters based on their areas of specialisation in reform. The aim was to build better working relationships with the respective ministries and empower CSOs to support the government's efforts toward institutional reform.

The four core focus of reform of the CSO Platform are as follows:
  • Parliamentary and State Legislative Assembly Reform
  • Key Law/Policies Reform
  • Governance Leadership Reform
  • Institutions Reform

The members of the CSO Platform are working on various issues such as; Anti-Corruption, Child, Education, Electoral Reform, Environment, Freedom of Expression/Freedom of Information, Government-Linked Companies, Harmony, Health, Indigenous People, Local Democracy, Migrants, Right to Citizenship, Rule of Law, Access to Justice, Strengthening Civil Society, Sustainable Development Goals (SDG), Women, Youth and Persons With Disabilities (PWD).

The modality of the CSO Platform is based on a Steering Committee, which is composed of the Leads and Co-Leads of the URC. The Chair is Pusat Komas, and Co-Chair is SUARAM.




The Secretariat Team


The Co-Secretariats of the CSO Platform for Reform are Pusat KOMAS and SUARAM. The CSO Platform Secretariat team includes six (6) full-time staff, consisting of a National Programme Coordinator, three (3) Regional Chapter Coordinators, including a Communications Officer, and two (2) URC Programme Coordinators for the URC, and is supported by Pusat KOMAS Management Coordinator on financial matters.
